Yes. You can upgrade immediately and the new limits apply instantly. Downgrades take effect at the end of your current billing period.

Requests beyond your daily limit return a
429 Too Many Requests error. Your quota resets at midnight UTC. You can upgrade your plan at any time to increase your limits — see Rate Limits for retry guidance.What counts as a 'request'?

Each HTTP call to an Insights API endpoint counts as one request, regardless of how many scenarios you pass or how large the response is.
